Continuing Developmental Services, Inc. - Monroe County IDA

Continuing Developmental Services, Inc.

Continuing Development Services, Inc. (CDS) is a non-profit human-services organization providing services to more than 2,100 individuals with developmental disabilities in Monroe County and surrounding areas. CDS operates 22 residences, employment programs, day-services programs and family-support services.

Project:
CDS proposed building a 60,000-square-foot building on 10 acres in the town of Webster to house work-training and day-hab programs, and corporate and program administrative staff.

Incentives:
COMIDA provided up to $10 million in tax-exempt bond financing to enable CDS to complete the project.

Outcome:
CDS’s new building has:

  • Improved human-service capabilities in Monroe County
  • Impacted 182 existing employees
  • Expected to create 28 new full-time employees over five years
  • Created construction-related jobs and benefits
     
Mirror Show Properties - Monroe County IDA

Mirror Show Properties

Mirror Show Management (MSM) is an exhibit design and trade show management firm. Founded in 1993, the company is a certified woman-owned business with 50 employees in Monroe County.

Project:
MSM had outgrown its existing building, so the company purchased a 126,000-square-foot warehouse in the town of Webster for $1.8 million. MSM wanted to build a 25,000-square-foot addition to the facility at a cost of $2.7 million and planned to equip the building for approximately $258,000. Altogether, MSM invested $4.7 million to acquire and renovate the facility, which more than doubled its former warehouse and added 25,000 square feet of professional office space.

Incentives:
COMIDA assisted MSM through the JobsPlus Tax Abatement Program. The total investment was $4,758,000 (Lease/leaseback with JobsPlus).

Outcome:
As a result of this project, Monroe County and MSM: 

  • Retained 50 existing jobs
  • Expected to create 15 new jobs
  • Provided a benefit/cost ratio of 3 to 1
  • Increased property taxes or PILOTs paid on the parcel to approximately $466,000 over 10 years
     
Stefan Sydor Optics, Inc. - Monroe County IDA

Stefan Sydor Optics, Inc.

Sydor Instruments, a subsidiary of Sydor Optics, manufactures high-speed diagnostic imaging systems for the photonics industry. The company is the exclusive licensee of the patented ROSS camera technology developed at the University of Rochester Laboratory for Laser Energetics. Sydor has commercialized the technology and sells the systems to U.S. and European government agencies.

Project:
Sydor Optics planned a $2.9 million project to consolidate its three locations into one facility by purchasing and renovating an existing 26,000-square-foot building.

Incentives:
COMIDA helped Sydor Optics by providing a sales-tax exemption.

Outcome:
Results of the project include:

  • Investment of $2,867,000
  • Impacted 32 jobs
  • Expected to create 10 full-time jobs over five years
  • Provided a benefit/cost ratio of 2 to 1
