Top three industries

The Wayne County Strategic Plan for Economic Development cites agriculture and agriculture-related manufacturing; sustainable energy; optic and technology-based manufacturing; and equipment manufacturing as its targeted industry clusters. Tourism is an emerging cluster in this rural area with both Lake Ontario –the top of the Finger Lakes- and the historic Erie Canal.

A success story

Garlock Sealing Technologies
In 2005, with its 100-year-old manufacturing facility operating at a competitive disadvantage, Garlock Sealing Technologies looked at options for upgrading its facilities in Palmyra. These options included alternative sites outside of New York State.

The company’s private investment plus significant concessions by the local labor force leveraged $9.125 million in assistance.

All in all, there was a total investment of approximately $35 million over five years to re-build and re-equip Garlock’s facilities. This investment preserved at least 450 local manufacturing jobs.

What's your IDA doing?

Between December 2007 and December 2008, companies with Payment-in-lieu-of tax agreements in place continued to create jobs, whether under a new PILOT or an aging PILOT. Although 2008 saw a challenging economic climate, particularly in the second half of the year, PILOT companies together had a net growth of jobs at 105 FTE.

Companies in the Empire Zone, administered by the IDA for Wayne County, saw job growth as well. The Business Annual Reports comparing 2006 full-time equivalents with 2007 saw 286.32 additional jobs. The investments tracked by Empire Zone certified companies totaled $44,279,856.33 in capital investment for 2007.
