Wayne County Board of Directors

Margaret (Peg) Morgan Churchill, Executive Director
Ms. Churchill has been Executive Director of the Wayne County IDA since December 2004. Prior to joining the IDA, Churchill was a Senior Planner at the Wayne County Planning Department. Before that, she served as Executive Director of the Erie Canal Cultural Center. From 1994 to 1997, Churchill was Supervisor of the Town of Walworth. And prior to that post, she served as a Councilmember for the Town of Walworth.

IDA BOARD MEMBERS

David Spickerman, Chairman         
Mr. Spickerman is Chairman of the Wayne County board committee on economic development and planning. He is also Supervisor of the Town of Butler and a long-time small business owner and entrepreneur.

James Hoffman, Vice Chairman   
Mr. Hoffman is Chairman of the Wayne County Board of Supervisors and Supervisor of the Town of Williamson. He is also a retired New York State Trooper.

Marvin Decker, Secretary     
Mr. Decker is a life-long farmer, retired town justice and retired town Supervisor of Wolcott.

Willard Milliman, Treasurer 
Mr. Milliman retired from Xerox after 28 years as a Senior Manager. He also retired from Nu-Kote International after several years as a Plant Manager/General Manager. 

Robert Havrilla, Assistant Secretary/Treasurer 
Mr. Havrilla is a retired executive of Parker-Hannifin Corporation. He is also Chairman of the Newark Wayne Hospital Board.

What's your IDA doing?

Between December 2007 and December 2008, companies with Payment-in-lieu-of tax agreements in place continued to create jobs, whether under a new PILOT or an aging PILOT. Although 2008 saw a challenging economic climate, particularly in the second half of the year, PILOT companies together had a net growth of jobs at 105 FTE.

 

Companies in the Empire Zone, administered by the IDA for Wayne County, saw job growth as well. The Business Annual Reports comparing 2006 full-time equivalents with 2007 saw 286.32 additional jobs. The investments tracked by Empire Zone certified companies totaled $44,279,856.33 in capital investment for 2007.
